What does the board mean? Is it uphill or downhill?

If you found it difficult to remember the difference, here is an easy rule to remember;

The board must be interpreted in the same way as the direction in which we write - from left to right.

So this board here means 10% increase - it's going uphill.

The board shown in the picture is board A46.2 and means Steep climb .

The opposite board A46.1 means Steep descent.
